No, monument entry fees (like the ASI ticket for Khandagiri Caves) and official heritage guide charges are not included in the cab package. However, entry to most active temples like Lingaraj and Mukteshwar is completely free.
Yes, active temples like Lingaraj require conservative dress. Men should wear full trousers, and women should wear clothing that covers their shoulders and knees. Note that non-Hindus are not allowed inside the innermost sanctum of the Lingaraj Temple, but can view it from a dedicated platform.
While possible, it makes for a very rushed day as the zoo and safari take at least 3-4 hours alone. We highly recommend dedicating a separate half-day for Nandankanan Zoo to fully enjoy the experience without rushing your heritage tour.
